Weapons grade fissionable material is available for sale from the international smuggling ring known as the Syndicate. Our contact has arranged a meet with them located at the "Carrillon Towers", located at Alpha and Preston. They indicated they would be waiting in the parking lot at the back of the building. They said to arrive at 10:15 AM. You are to negotiate a price for the goods. Our contact has also requested that the Syndicate locate for us someone to construct a bomb from these materials; they should provide this information to you when you meet to discuss the price.

Account 2349067755 at Sherborg et Fils in Geneva contains $1.25 million US dollars for your use in acquiring the fissionable materials and someone to make the bomb. Be aware that the KGB does have operatives in the area who may be attempting to secure the materials for Russia. We have enclosed an intercepted video image of one suspected KGB agent known to be in the area.

In preparation for the possibility of conflict with the Russian Republic, we need support, both financial and military, from the outside. To that end, we have arranged contact with the CIA. We have enticed them to talk because we have discovered that Thomas Allen of their Omicron Division is, in fact, a KGB mole. Use this information as a bargaining chip for as much cash and/or weaponry as possible. This contact is scheduled for 11:30AM. They will meet you at the Prestonwood Mall Food Court. This is a public area, so excercise caution.

Roleplaying Notes Russia's recent involvement with separatist groups in and bordering the former Soviet Republics is a threat to Azerbaijani national sovereignty. Azerbaijan is attempting to strengthen our military in response to what appears to be expansionist leanings of the Russian government. While you may be hostile towards representatives of the Russian government, you currently need both sympathy and money from the US. Rampant bloodshed is not generally conducive to this goal. Still, you're a fairly ruthless group, don't hesitate to assert yourselves should the situation call for it.
